ยง 4.143 Executive Order No. 143: Declaring a disaster emergency in the Counties of Allegany, Jefferson, Livingston, Monroe, Ontario and Wayne and contiguous areas

WHEREAS, beginning on March 3, 1991, a severe storm system with a combination of rain, freezing rain and ice, caused widespread power outages and disruption of vital public transportation systems in the Counties of Allegany, Jefferson, Livingston, Monroe, Ontario and Wayne; and

WHEREAS, this has resulted in personal hardship and damage to residential and commercial property and continues to pose a threat to the public health and safety;

NOW, THEREFORE, I, MARIO M. CUOMO, Governor of the State of New York, do hereby find that a disaster has occurred for which the affected local governments are unable to respond adequately. Therefore, pursuant to the authority vested in me by the Constitution, the laws of the State of New York and section 28 of article 2-B of the Executive Law, I hereby declare a disaster emergency, effective March 3, 1991, within the territorial boundaries of Allegany, Jefferson, Livingston, Monroe, Ontario and Wayne Counties and contiguous areas.

FURTHER, pursuant to section 29 of article 2-B of the New York State Executive Law, I direct the implementation of the State Disaster Preparedness Plan and authorize, effective March 3, 1991, the State Emergency Management Office, the State Department of Transportation, and other State agencies as necessary to take appropriate actions to assist those affected counties in restoring vital public utilities and transportation systems, and to provide such other assistance as necessary to protect the public health and safety.
